New Scandal in the Cryptocurrency Market - The US Stock Market Tracking “Log”, Developed by the SEC, Puts Investors at Risk

According to the inspector general's report, the Regulator's cybersecurity systems do not meet established federal standards, leaving the Commission's computer networks vulnerable to hacks and attacks by hackers.

The system is called  Consolidated Audit Trail (CAT), and is supposed to track all transactions in the US stock market, collecting personal information about all investors, the department said. According to the SEC, this system should help identify market manipulation and understand the causes of sharp fluctuations.

However, major market maker Citadel Securities and the American Securities Association unanimously said that the system and its financing model, approved by the SEC in September 2023, violate the Exchange Act.

Analysts say CAT is "unprecedented government surveillance" that will cost the industry billions of dollars and threaten investor privacy.

Citadel Securities and the Association filed an appeal to the court to overturn the CAT funding model, arguing that it exceeds the authority of the Regulator and was introduced without congressional approval. They warn that this system will collect the personal information of every investor in the US stock market.

Thus, there is a serious confrontation over the introduction of this large-scale system for tracking the US stock market between the regulator and large market participants.
